Under general supervision of the Human Services Supervisor - Child Support, the Child Support Case Aide provides indirect client services and legal support.
The overall purpose of this position will be to work with the Child Support Agency staff in the areas of paternity establishment, child support establishment and enforcement to ensure that all of the required paperwork and tasks related to case creation and management is completed within required timeframes.
The hours for this role are 8 am to 4:30 pm Monday through Friday.

These are not to be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
Maintain knowledge of State and Federal rules, regulations and Administrative codes that impact Child Support services, including familiarity with Chapter 767, Wisconsin Child Support Standards and legal requirements related to Service of Process.
Maintain and manage an intake caseload.
This involves approximately 1,622 cases per CS Program Associate, including responsibility for evaluating changes in benefit status and placement of child(ren).
Make contact with participants including requests for information and conduct follow up.
Investigate case details in order to make decisions specific to each individual case.
Review referrals and updates involving out-of-home placements to ensure proper parental financial responsibility.
File legal motions to establish support or modify an existing orders.
Contact employers to determine health insurance information.
Monitor worklists for assigned caseload, both system generated and those from agency staff.
Conduct locate activities to pursue legal action to establish child support obligation and legal parentage.
Access KIDS, CARES, Accurint, Clear and/or international databases to find relevant case participant information.
Make direct contact with customers and collateral individuals/agencies and follow-up on requests.
Update Kids Information Data System (KIDS) and take necessary action based on responses, including determination of proper legal jurisdiction.
Draft motions and pleadings for agency cases.
Coordinates and schedules hearings for agency attorneys and staff.
Prepare documents for warrant pick-up hearings, including updating and redrafting of any legal documents to be submitted to the court.
Handles the electronic filing (e-filing) of legal documents for agency attorneys and specialists with the courts.
This includes creating cases in the statewide court data system, filing of all pleadings and orders associated with their caseload as well as circulating and tracking any documents requiring signatures by agency attorneys and the courts prior to filing.
Investigate and create agency cases in KIDS based on information provided by CARES interface, e-Wisacwis interface or direct application from the customer.
For cases involving public assistance, analyze information submitted by CARES and make appropriate contact with customer or CARES worker to ensure proper actions are taken.
For cases involving complex out-of-home placement circumstances, review information provided by e-Wisacwis, make appropriate contact with the customer or placing agency to ensure proper action is taken.
Monitor all incoming legal notices for Child Support Agency attorneys received through the Wisconsin state court system.
Determine appropriate course of action on behalf of the attorneys.
Evaluate cases to determine appropriate Process Service requirements and associated legal timelines.
Secure proper Process of Service of legal documents on participants.
Provide personal service on parties in the Outagamie County Jail.
Complete required court documents for filing.
Communicate directly with Process Service vendors, in-state and nationally, directing them in the service of court documents.
Participate in scheduling conferences with judges, attorneys and parties.
Represent the Child Support Agency attorneys in these matters to ensure that any future legal proceedings are appropriate for and not in conflict with Child Support calendars.
Provide assistance and support to Child Support Agency staff as deemed necessary and as directed by the Manager.
Education/Certifications/Experience Requirements High School graduate Associates Degree in Human Services, Legal Services or related field preferred Experience with the Child Support system preferred Or any combination of education and experience that provides equivalent knowledge, skills and abilities Required or Preferred Skills Knowledge of Kids Information Data System (KIDS), CARES, and e-Wisacwis preferred.
Ability to effectively communicate in English and understand and follow written and oral instructions.
Excellent oral and written communication skills.
Ability to determine priorities, plan and organize work schedule to meet established timelines.
Attention to details, especially in the review of written documentation.
Display a high level of initiative, effort and commitment towards completing assignments effectively and accurately.
Work well independently and adaptable to multiple assignments, projects and deadlines.
Ability to respect individuals and their differences.
Knowledge of and demonstrated ability to conform to goals, policies and procedures of the Department as well as the Outagamie County Work Rules and Terms of Employment.
Ability to establish and maintain effective working relationships with co-workers, other county and agency employees, the courts and the general public.

Ability to interpret and analyze data with a high degree of accuracy.
Skill in the use of telephone, copy machines, computers and office equipment.
