This is technical work that includes performing a wide variety of duties including all tax listing for the city and valuing residential real estate.
Duties include maintaining accurate ownership, legal descriptions and sales data as well as applying standard appraisal practices in valuing residential properties.
It further requires practicing independent judgment to interpret and apply recorded documents, state statutes, and internal policies and procedures.
Work is performed under general supervision of the City Assessor.
Examples of Duties ESSENTIAL JOB FUNCTIONS Property Listing Duties Maintain the Assessment Roll and all real estate records: Accurately describe all parcels in the city including ownership, legal description, lot size, assessment class, etc.
Add & delete parcels in Mass Appraisal system, create property record cards, track & enter Open Book and Board of Review changes, print assessment rolls, enter manufacturing assessments, create lists of top taxpayers, verify assessment totals with county treasurer for tax bills, assist with technology enhancements to Mass Appraisal system, etc.
Interpret/Process Deeds and Sales Transfers: verify parcel #, legal description, and grantor prior to updating ownership and sales file.
Determine validity of sales for market analysis and for the Wis.
Dept.
of Revenue.
Correspond with deed preparer, owner, or Dept.
or Revenue if errors are found.
Process Lot splits, Certified Survey Maps, new Plats, Street vacations, Condo Declarations: Compose new legal descriptions for properties affected, calculate new lot dimensions and square footages, verify special districts, submit new parcel data to GIS dept.
, verify GIS maps, etc.
Set up Annexed parcels: obtain property data from adjacent municipality, create parcel record card, verify ownership, write legal description, enter in Mass Appraisal system, etc.
Assist city staff, real estate professionals, and property owners with questions relating to: ownership, assessments, property lines, maps, surveys, legal descriptions, etc.
Assist appraisal staff with data entry, Apex sketches, entering building permit info, and other various assessment and clerical duties as needed.
Maintains regular punctual and predictable attendance, works overtime and extra hours as required.
Real Estate Duties Responsible for residential property assessments in assigned districts.
Inspect homes and update the property record cards.
Apply the Cost Approach to value using Mass Appraisal System.
Apply the Market Approach to value by selecting and adjusting comparable sales.
Apply the Income Approach to 2-3 family homes using Gross Rent Multipliers.
Review and set final market values annually for Citywide Revaluations, new building permits, and sales reviews.
Monitor real estate listings, sales, and assessment/sale ratios.
Defend assessments at both Open Book and Board of Review Typical Qualifications Experience in assessment/appraisal, tax listing, title searching, surveying/mapping/geography, or responsible clerical work; graduation from high school, plus additional training of at least one year of college, business or technical school; or any equivalent combination of experience and training which provides the following knowledge, abilities and skills: Knowledge of Wisconsin Assessment principles, practices, statutes, Wisconsin Assessor's manual, and case law.
Ability to read and draw legal descriptions, calculate square footages, update maps, and perform other tax listing duties.
Ability to search for, identify, and interpret various real estate documents recorded at the County Register of Deeds.
Ability to identify valid sales and understand assessment/sale ratios.
Ability to apply the three approaches to value, read legal descriptions, calculate square footages, and perform other appraisal duties using standard appraisal practices.
Knowledge and understanding of assessment/sale ratios and sale statistics.
Efficient computer and data entry skills including experience with a Mass appraisal system, GIS, Public Records websites, Windows, Word, Excel, and email.
Efficiently and accurately perform mathematical calculations.
Ability to compose professional correspondence including thorough knowledge of business English, spelling, and vocabulary.
Skilled in the operation of office equipment: Personal Computer, copier, calculator, fax, digital camera, etc.
Knowledge of assessment office policies and procedures.
Ability to establish and maintain good public relations and effective working relationships with other employees, businesses and property owners.
Ability to maintain office records, compile difficult or complex data, and to prepare accurate reports.
SPECIAL REQUIREMENTS Certification as a Property Appraiser by the Wisconsin Dept.
